In some places,it is called corporate welfare where corporate can be either for profit, not for profit or non-profit.
For example some 8 years ago, Raytheon landed a program for 42 DDG-1000,Zumwalt class destroyer with a target cost of $750 million/ship in 1996 dollars. Start of delivery would 2011 with 2 ships delivered/year for 21 years. Due to major technical and managerial screw ups, in 2008 the program was reduced to a total of 3 ships with Kerry and Kennedy playing major roles to keep the program from being cancelled. The cost/ship had increased to ~ 7.5 billion or 1000% increase with a significant reduction in desired capabilities.
So the moral of the story with money being spent on a ship that most probably will not float why worry about a couple of million spent to keep ivory tower professors employed with a major industries "Jenny Craig" or bariatric surgery mills created to treat the victims.
If you think the DDG 1000 was a major screw up wait until the F-35 starts production or Obama care pays for bariatric surgery on demand for women wanting to go from a Walmart size 10 to a Chico size 0.
