    The Westford Board of Selectmen adopted the following policy on 22 Feb. 2011

    Carry In – Carry Out Waste Policy
    Adopted February 22, 2011
    Individuals or organizations are responsible for disposing of the waste and recyclables that are generated at their event on any town owned land. Individuals or organizations must take their waste with them and may not leave it in the public trash barrels.

    I have several questions on this policy.

    1. Do the BoS have the authority to make regulations for land that is not in their care and control? i.e. School grounds, EBC, etc.
    2. Who is authorized to use the public trash barrels?
    3. Was this policy written, read and approved by college graduates?

    What about the beloved Farmers Market. They generate waste and fill the trash barrels on the common, they bring the remaining waste and recyclables over to the FPCU where the Town pays to get rid of it.

    I was @ ebc yesterday @ the old Ice House Beach. There was a trash barrel filled with beer cans, etc.... Of course, it is prohibited to consume alcohol @ the ebc....another policy that nobody is paying attention to.....
    This carry in -carry out policy was approved 2.2011. Obviously, nobody's paying attention to this policy created by the Westford BOS. This does raise the very good point of the cost of trash removal on Town owned property like the common, ebc, etc... In this time of economic uncertainty, the cost of trash removal is another area that we ought to be monitoring in our budget.

    We are free, but every we are in chains!! The EBC is under the care and control of the Conservation Commission. I humbly suggest that you write a letter yo yhe Conservation Commission so they can initiate corrective action.
    BTW The beer cans were left by the nude bathers at a Queen of Hearts winter solstice celebration.
